At the end of the twentieth century the natural conditions of the Ferrol estuary no longer offered any significant advantages for the location of a naval base. Spain's entry into NATO in 1982 relegated the city into the background of the naval structure of this organization. The policy of the Ministry of Defence, aimed at reducing the number of members of the armed forces, and removing bases from city centres, led to a drastic reduction in naval personnel in Ferrol. Although the naval base has a highly uncertain future, six warships are still moored alongside the quays of the old Arsenals, preventing its conversion for other uses with the programme aimed at 'opening the city up to the sea'.
