In 2000, with the process of liquidating the shipbuilding industry in Ferrol practically concluded, the idea started to take shape of converting the city into a hub for services and urban tourism thanks to the fortresses, military installations, and La Magdalena, 'an example of a city from the Age of Enlightenment'. A campaign was launched for it to be declared a World Heritage Site by UNESCO. The demolition of the Dockyard wall was seen as the starting point for a project to convert the old dockyards for other uses, and a programme aimed at 'opening the city up to the sea'.
