After the Civil War, the lack of essential materials such as cement and steel further aggravated an economic situation struck by high inflation, leading to a shortage of homes. The deterioration of Esteiro and other working-class areas made it impossible to house immigrants flowing into the city. The limited involvement of private companies, particularly in terms of building homes for the working class, meant that State institutions were forced to play a part, such as the 'Instituto Nacional de la Vivienda' (State Department of Housing).
