Due to the total absence of any parliament, political parties, or public debate, cabinet meetings were the seat of power, and in practice had important consultative functions. Franco referred to it as 'my pocket parliament'. Also, each minister had considerable autonomy to take arbitrary decisions within his ministry. This was crucial to obtaining public funds, destined to establish new industries or develop a network of communications within the region. The approval of investments in Ferrol and its shipbuilding industry, as part of the State Development Plans, was decided at cabinet meetings held in Meiras Palace.
