In 1903 the Wright Brothers flew their first aircraft. The Great War saw the aircraft become a decisive weapon. Faced with this threat and that of the great battleships, in 1926 the Dictatorship of Primo de Rivera undertook a programme to modernize the Spanish naval bases. This is when plans were drawn up for a series of long-range coastal gun batteries set in the mountains surrounding the Ferrol estuary, with the company Vickers & Co (which ran the Spanish Society of Shipbuilding), contracted to install them. The batteries led to the creation of a network of roads and military installations that occupied the area around the estuary, blocking the passage of civilians in every direction.
