As Ferrol is situated midway up an estuary surrounded by a rugged coast, until World War I it suffered from difficult communications with the surrounding area and the rest of the country, as the road network was highly inadequate and the city lacked a railway or commercial port. Ferrol continued to depend on launches powered by sail for the transport of passengers and merchandise across the estuary. At the end of the nineteenth century a regular service of steamships was established that connected the city with the provincial capital of A Coruña in little more than one and a half hours.
