Consolidation

Whilst the city remained vulnerable to crises, and conditions in Esteiro were growing steadily worse, most working-class people now lived 'outside the city walls', in towns and villages by the Ferrol estuary (in the photograph, the town of A Graņa). Part-time farming, the evasion of local taxes on food and drinks, and access to cheap housing and healthier living conditions reduced the expenses that these workers had to meet, and at the same time they could commute to the city on foot or by boat. Every time the shipbuilding industry reduced its labour force, these workers were the first to suffer by being fired.
