Quantitative international relations scholarship has focused on analysis of the so-called dyad. Few studies have given serious thought to the definition of a dyad, or to the implications that flow from such a conceptualization. This article argues that the current approach to dyadic analysis is necessarily incomplete and at times induces incoherent pictures of the ebb and flow of interactions among actors in global politics and economics. It presents the Social Relations Model as a systematic way of analyzing the dependencies inherent in dyadic data. The study uses this model to examine militarized interstate disputes from 1816 to 2001, the trade network of 2000 and reciprocity between enemies in the treatment of prisoners of war.

Organizations that learn from others’ successful policies not only become more competitive because their policies improve but also avoid the costs of policy innovation. While economists have widely recognized latecomer advantage, the policy diffusion literature in political science has failed to emphasize the connection between learning and competition. This article distinguishes competitive learning from learning that is not driven by competitive pressure (that is, ‘pure learning’). It models policy diffusion as a game played on social networks that govern competitive pressure and the possibilities of information transfer. The article develops an empirical test for competitive learning using spatial lags, which are applied to data on the performance of larger English local authorities from 2002 to 2006. Evidence is found for both competitive learning and pure learning. The sharper distinction between causal mechanisms proposed in this article should be widely applicable to diffusion across international boundaries and sub-national units.

What explains a party's dual decision about whether to endorse a referendum on an international treaty and whether to support that treaty in a referendum campaign? Relying on an original game of second-order electoral competition, this article argues that the relative likelihood of a party endorsing a referendum is highest at the beginning and end of the electoral cycle, and when the public supports the treaty. The study uses data on the position of 175 parties in 24 member states vis-à-vis the EU's Constitutional Treaty and its preferred mechanism of ratification to test these expectations against empirical evidence. Using a multinomial logistic regression model, it finds robust support for the argument.

The electoral success of the left across Latin America has largely been interpreted as a backlash against globalization and a manifestation of anti-market voting of citizens increasingly frustrated with their experience of representative democracy. However, studies trying to test these propositions show rather inconclusive results and face the problem of translating objective economic conditions into observable individual perceptions. This article contends that theories of subjective well-being in psychology and economics can shed light on this left turn. In particular, life satisfaction, as a manifestation of experienced utility, can help explain the electoral outcomes observed throughout the region. The findings show that support for the left is higher the more unsatisfied voters are under a right incumbent.

Although scholars of international security share a skepticism for the extent to which agreements can be externally enforced, much existing game-theoretic work involves strong forms of commitment. Building on the canonical model of crisis bargaining, this article analyzes the role of two forms of commitment in bargaining: the ability to commit to a settlement and the ability to commit to end negotiations and initiate war fighting. The findings show that, contrary to expectations, allowing a proposer to retract their offer after learning of its acceptance does not lead to greater demands. Instead, a rational actor can be best off if he or she honors the accepted agreement in crisis bargaining, even though the act of accepting an offer changes the proposer's beliefs about the probability that an offer is acceptable. However, allowing a proposer to continue bargaining in lieu of fighting does change the dynamics of bargaining, although this effect diminishes as players become more patient. Finally, when there is no commitment to offers (or fighting after a rejected proposal), the behavior is the same as that found in the model with only renegotiation of agreements, and thus mirrors the behavior in the model in which both forms of commitment are present.

The mobilization of culturally rooted issues has altered political competition throughout Western Europe. This article analyzes to what extent the mobilization of immigration issues has affected how people identify with politics. Specifically, it analyzes whether voters’ left/right self-identifications over the past 30 years increasingly correspond to cultural rather than economic attitudes. This study uses longitudinal data from the Netherlands between 1980 and 2006 to demonstrate that as time progresses, voters’ left/right self-placements are indeed more strongly determined by anti-immigrant attitudes than by attitudes towards redistribution. These findings show that the issue basis of left/right identification is dynamic in nature and responsive to changes in the political environment.

The economic voting literature has been dominated by the incumbency-oriented hypothesis, in which voters reward or punish governments at the ballot box according to the nation's economic performance. The alternative (policy-oriented) hypothesis, in which voters favor parties that are closest to their issue position(s), has been neglected in this literature. This article explores policy voting with respect to an archetypal economic policy issue—unemployment. Voters who favor lower unemployment should tend to vote for left parties, since they “own” the issue. Examining a large time-series cross-sectional pool of Western European nations, this study finds some evidence for economic policy voting. However, it is conditioned by incumbency. According to varied tests, left incumbents experience a net electoral cost if the unemployment rate climbs. Incumbency, then, serves to break any natural economic policy advantage that might accrue to the left due to the issue of unemployment.

Traditional economic growth regressions are not adequate to identify the role of political institutions because they assume a universal growth paradigm exists. Instead, there are distinct paradigms of investment- and innovation-based growth, and the effects of political institutions vary across them. Using a dataset covering 83 countries from 1965–2008, this study employs a mixture models estimation to identify these paradigms. It finds that state authority is critical for countries engaged in investment-based growth, and competitive political participation tempers the pace of capital accumulation but increases productivity growth. Conversely, where innovation-based growth predominates, state authority has little effect and competitive political participation slows the pace of growth. Constraints on rulers do not support investment in either paradigm.

Little is known about political polarization in German public opinion. This article offers an issue-based perspective and explores trends of opinion polarization in Germany. Public opinion polarization is conceptualized and measured as alignment of attitudes. Data from the German General Social Survey (1980 to 2010) comprise attitudes towards manifold issues, which are classified into several dimensions. This study estimates multilevel models that reveal general and issue- as well as dimension-specific levels and trends in attitude alignment for both the whole German population and sub-groups. It finds that public opinion polarization has decreased over the last three decades in Germany. In particular, highly educated and more politically interested people have become less polarized over time. However, polarization seems to have increased in attitudes regarding gender issues. These findings provide interesting contrasts to existing research on the American public.

While the importance of individual candidates in British elections has long been minimized, this article argues that early day motions (EDMs)—formal, non-binding expressions of opinion—allow backbench MPs to cultivate reputations with constituents. First, this article demonstrates that greater sponsorship of EDMs is associated with better electoral outcomes, which suggests that EDMs could help vulnerable MPs improve their electoral prospects. Secondly, a Bayesian hierarchical negative binomial hurdle model, which accounts for specific features of EDM sponsorship and is novel in political science, shows that members from electorally competitive constituencies are more likely to introduce EDMs, and introduce them more often, than members from less competitive constituencies. Moreover, this relationship has increased over the past 20 years.

What effect does moving to all-mail elections have on participation? On one hand, all registered voters automatically receive a ballot to return by mail at their convenience. On the other hand, the social aspect of the polling place, and the focal point of election day, is lost. Current estimates of the effect of all-mail elections on turnout are ambiguous. This article offers an improved design and new estimates of the effect of moving to all-mail elections. Exploiting cross-sectional and temporal variation in county-level implementation of all-mail elections in Washington State, we find that the reform increased aggregate participation by two to four percentage points. Using individual observations from the state voter file, we also find that the reform increased turnout more for lower-participating registrants than for frequent voters, suggesting that all-mail voting reduces turnout disparities between these groups.

Regional economic organizations (REOs) proliferate in the developed and developing world. However, there is wide variation in both their institutional structure and the degree to which they achieve their goals. This article presents a theoretical framework and empirical evidence to explain the variance in the institutional design and effectiveness of these agreements. It argues that the conditions that produce effective and broad agreements are not a function of design, but rather of exogenous factors. If countries within the REO have fewer options for world trade beyond the REO, they will develop strong institutions and make substantial use of them. This study presents a new cross-regional dataset, compiled from expert surveys, to test these arguments. It shows that expert evaluations of how well a REO functions - including its ability to meet its own goals and the ambition of those goals—hinge less on that agreement's legalization and more on the trade opportunities that REO members faced when the institution was formed.

Voting technologies frame the voting experience. Different ways of presenting information to voters, registering voter choices and counting ballots may change the voting experience and cause individuals to re-evaluate the legitimacy of the electoral process. Yet few field experiments have evaluated how voting technologies affect the voting experience. This article uses unique data from a recent e-voting field experiment in Salta, Argentina to study these questions. It employs propensity-score matching methods to measure the causal effect of replacing traditional voting technology with e-voting on the voting experience. The study's main finding is that while e-voters perceive the new technology as easier to use and more likely to register votes as intended—and support replacing traditional voting technologies with e-voting—the new technologies also raise some concerns about ballot secrecy.

Recent literature models leadership as a process of communication in which leaders’ rhetorical signals facilitate followers’ co-ordination. While some studies have explored the effects of leadership in experimental settings, there remains a lack of empirical research on the effectiveness of informational tools in real political environments. Using quantitative text analysis of federal and sub-national legislative addresses in Russia, this article empirically demonstrates that followers react to informational signals from leaders. It further theorizes that leaders use a combination of informational and non-informational tools to solve the co-ordination problem. The findings show that a mixture of informational and non-informational tools shapes followers’ strategic calculi. Ignoring non-informational tools—and particularly the interrelationship between informational and non-informational tools—can threaten the internal validity of causal inference in the analysis of leadership effects on co-ordination.
