Three successive Labour governments have developed a range of work/family balance (WFB) policies, including child care services, leaves and flexible working hours, which have also become an increasingly coherent package. Drawing on Hall (1993), we explore the extent to which these represent a significant change at three levels: that of ideas (the goals of policy), mechanisms (the nature of the policy instruments), and settings (the fine-tuning of policy instruments). We examine how far the ideas driving the policy developments have been about the welfare of the family and its members, and the nature of the balance of continuity and change in policy instruments and settings, making some suggestions as to how this might be explained.

The article attempts to locate the contested notion of work–life balance within the context of global trends and recent policy developments. It describes a small-scale qualitative study of work–life balance as it is experienced within a low-income neighbourhood in the UK. The study findings are used to inform reflections on the powerlessness experienced by many working parents seeking to accommodate family life with paid employment; and on the nature of the calculative responsibilities that are imposed upon working parents by recent shifts in social and labour market policy. It is contended that policy makers should tip the balance of the work–life equation from the current preoccupation with business interests in favour of wider social responsibility concerns.

The post-war ‘consensus’ on welfare was based largely in the perceived agreement of leading politicians of Conservative and Labour parties on the role of the mixed economy and the welfare state. However, from the late 1970s economic and demographic pressures and ideological challenges, particularly from the New Right, led to cuts in spending on welfare, increased private involvement and an emphasis on more individualistic and selectivist approaches to provision. Recently some scholars have begun to discuss the emergence of a ‘new liberal consensus’ around welfare provision. Drawing upon interviews with 10 per cent of the House of Commons, this article examines the extent to which a new political consensus upon welfare can be identified. In addition to analysing responses to questions on welfare issues, it considers the extent to which MPs themselves believe there to be some degree of consensus in approaches to welfare. It also considers whether any consensus exists merely in the political language used in relation to welfare issues, or whether there is a more substantive convergence.

In April 2002 Jobcentre Plus started to operate in the UK, bringing together the service of the Benefits Agency and the Employment Service. Offering a fully integrated benefit-claiming and work placement/job-seeking service for people of working age, this new organisation aims to strengthen the link between welfare and work. Due to the magnitude of the associated organisational change, the national roll out of the new organisation is being implemented gradually over a transitional period ending in 2006. During this transitional period some local offices are fully integrated while others' functions remain split between pre-existing Benefits Agency and Employment Service offices. In this article we examine how changes in the level of integration within districts over time affected performance with respect to job entries, customer service and benefit service delivery. Our analysis suggests that Jobcentre Plus has a clear positive effect on job entry outcomes for all client groups, a negative effect on business delivery, while it has neither a positive nor a negative effect on customer service outcomes.

The past decade has been marked by the coming to prominence of social policy doctrines at the centre of which sits the idea that poverty reduction is best achieved through increased levels of labour market participation. A major reference point in the debate is the Netherlands, where a radical policy shift from passive benefit adequacy towards boosting labour market participation was initiated around the late 1980s and where it has been vigorously pursued since. The Netherlands is routinely praised for achieving a meteoric rise in employment, while maintaining extensive social protection and low levels of poverty and inequality. This article shows that unprecedented employment growth during the 1980s and 1990s went accompanied with comparatively small reductions in absolute poverty and a rise in relative poverty among the working-age population. These developments are linked to the main features of Dutch economic and social policy. The article also draws out some general lessons.

Since coming to power in May 1997, New Labour has been criticised by many Party traditionalists for failing to follow the democratic socialist path laid out by the Attlee, Wilson and Callaghan governments. However, New Labour believes that adherence to a doctrinaire political philosophy is ill suited to contemporary economic and social realities. Accordingly, they have opted to govern on a ‘non-ideological’ pragmatic basis. To this end, they have sought to ensure that the welfare state operates in a way that complements, rather than conflicts with, economic imperatives. While New Labour continues to maintain that the welfare state should be used to tackle opportunity barriers, it no longer believes that the task of the welfare state is to extend opportunities for selflessness, enhance social solidarity or deliver greater equality of outcome.

Within the literature on retrenchment policies, the ‘solidarity-decline thesis’ is discussed. It is argued that current welfare state restructuring leads to a decrease in the actual social cohesion of society because redistributive public benefits are cut. The article addresses this thesis by presenting empirical evidence on social security based on collective bargaining. In Denmark, France, Germany and the Netherlands, collective agreements are increasingly used to regulate and finance social benefits. These collectively negotiated benefits may compensate to a certain degree for solidarity losses caused by retrenchment policies. The article reviews concepts of solidarity used in the literature and develops a two-dimensional scheme of four different concepts. The conclusion for comparative welfare state research is twofold. First, when viewing policies of welfare state retrenchment, the research should systematically include industrial relations in its frame of reference. Second, further studies should analyse the politics as well as the outcomes of collectively negotiated benefits more systematically. Under certain conditions, which are worth specifying, collective bargaining may lead to complex public–private mixes that shift welfare states in other directions than outright market liberalisation, not only in factual but also in normative terms.

This article analyses recent developments in policies to promote the employability of unemployed and economically inactive people in the UK. It discusses the extent to which these policies reflect the dominant approaches of ‘Work First’, where programmes focus mainly on compulsory job search and short-term interventions to facilitate a quick return to work, or human capital development (HCD), where programmes tailor services to promote longer-term skills and personal development. Specifically, the article reports on case-study research into two recent pilot initiatives: Working Neighbourhoods (which targeted a range of intensive services in neighbourhoods characterised by high levels of inactivity) and Pathways to Work (which combines employability services and cognitive behaviour therapy-type approaches to help clients to manage health problems). While both pilots have retained strong Work First features, they potentially represent a shift towards a more HCD-oriented approach, through the delivery of more holistic ‘coping and enabling’ services. However, there remain concerns that, as with previous progressive policy initiatives, the positive lessons of these pilots will not be fully mainstreamed. We conclude that, if the UK is to balance Work First compulsion with high-quality services delivering progress in the labour market and HCD, a strengthening of ‘coping and enabling’ interventions is required, alongside a renewed commitment to training.

The second report of the Pensions Commission sought to establish a framework for a sustainable pension system for future generations of pensioners in the UK. The framework has been largely accepted by government in their recent White Paper, Security in Retirement: Towards a New Pension System (2006). Legislation will follow. The Commission and the government have made a number of claims about how their proposals will benefit women. Reforms have been welcomed by women's lobby groups. This article presents a gendered analysis of the Pensions Commission proposals using unpublished data generated by Pensim2, a pensions' simulator developed by the Department for Work and Pensions. Substantial improvements for women will be in the long term only, and will depend heavily on the extent to which gendered patterns of work and family life change in future. For women who follow traditional paths of combining part-time work with looking after children and kin, outcomes will depend on partnering arrangements. If they are married or cohabiting, they will be better off; but if they live alone in later life, the principal advantage of the proposals will be a reduction in means testing rather than an improvement in levels of income.

This article shows how a conditional approach to rights dominates New Labour's perspective, not only in the delivery of welfare for full citizens but also in relation to immigration, where rights are a privilege to be earned by meeting labour market needs. This approach does not readily address the position of asylum seekers, who are claiming an absolute right of protection, but an erosion of entitlement during status determination has been used as a means of deterrence and control. The article applies a civic stratification perspective to these developments, as a means of bringing together the operation of rights with the practice of governance, and highlighting the ethical issues at play.

This article presents new empirical findings from a qualitative, longitudinal study of low-income working family life. It explores the experiences and perceptions of a group of children living in low-income, working, lone-mother households. Their accounts disclose the impact on children's everyday lives of their mothers' move into low-paid employment following a period out of the labour market. Children's accounts show that their mothers' move into work had brought significant economic and social change to their lives. How children experienced their mothers' employment and made sense of changes in family life was mediated by a range of different factors including their age, changes in income and security, changes in family time and family practices, child care, and their perceptions of maternal wellbeing. The findings also reveal that children, as active social agents, were engaged in a complex range of caring and coping strategies that endeavoured to ease some of the pressures that low-income working life could generate in their family lives. The article concludes with a discussion about the implications of the findings for policy, particularly in relation to the quality of social and economic support that lone mothers and their children receive.

Conventional theoretical models of the welfare state have difficulties in accounting for the recent expansion of family policies in mature welfare states. This article uses an idea-centred approach, the Advocacy Coalition Framework (ACF), to understand recent family policy change in Switzerland. In a review of conflicts over the introduction of paid maternity leave as well as child day care during the 1990s, two competing advocacy coalitions were identified. The first coalition aimed at restricting government programmes to the prevention of poverty of families, whereas the second advocated the inclusion of measures for the promotion of gender equality. Towards the end of the 1990s, some members of the first advocacy coalition revised their policy core beliefs and changed coalitions, as a consequence of cognitive framing strategies pursued by gender equality advocates. This led to a power shift within the family policy subsystem, resulting in major change of government programmes at all state levels. It is concluded that, on the basis of the ACF, family policy expansion can be coherently traced back to value orientations and cognitive processes.

The distribution of economic resources in society is a central concern for social policy. But research in this area has primarily concentrated on the bottom of the economic distribution, namely ‘the poor’. In this article, we argue that it is time for social policy to move away from a narrow focus on poverty to consider the broader issue of inequality between different groups in the economic distribution and, by implication, the position of better-off citizens. This raises a number of conceptual challenges due to the current lack of consideration of wealth and inequality at a political, theoretical or empirical level. The article discusses the challenges and concludes by outlining a possible research agenda. However, the underpinning argument is that social policy needs to develop a broader understanding of the economic distribution.

Across industrialised countries, men contribute one-third of the household time in domestic tasks despite women's rising labour force participation. Like a Russian doll, however, the private sphere of the household nests within broader socio-political institutions. Proposed here is a relative gender power model incorporating both individual and policy-derived resources to explain differences in the division of household tasks. The sensitivity of the model to state-level policy differences is tested using data from the second wave of the US National Survey of Families and Households. After controlling for women's individual resources, laws and policies enhancing women's economic circumstances in the event of a divorce such as receipt of transfers, child support and property settlement predict that men in couples perform a greater share of domestic tasks. This evidence confirms that the state can ameliorate gender hierarchies and inequality.

This article analyses critically the applicability of current theories of welfare state retrenchment to the 2004 public pension reform in Mexico, with the 1995 reform acting as a complementary case. In particular, this article contributes to the literature by analysing the reasons for which a potentially unpopular reform was successfully enacted. Available evidence suggests that – contrary to the existing literature's assertions – Mexican politicians responsible for the 2004 reform sought credit for these changes, rather than to avoid blame. Also, by presenting the reform as necessary to enhance socioeconomic equality, politicians were able to gather substantial popular support and defeat labour unions opposing this pension restructuring process. Hence, we propose that by framing the public debate as a matter of social justice, promoters of pension reform increased significantly popular support for the retrenchment of important benefits from a core group of civil servants, and successfully pressured Congress to promulgate this reform. We suggest that this created a reform path that will facilitate future efforts at reforming the remaining public pension schemes in Mexico.

The government has argued in various arenas that ‘active citizenship’ is one way in which young people can be effectively re-engaged with their communities, and with the political process more broadly. As part of this analysis, it has placed particular emphasis on the potential contribution of youth volunteering. However, many researchers have argued that such initiatives are essentially conservative, placing emphasis firstly on the skills and competences necessary to make a contribution to the economy rather than more innovative understandings of citizenship, and secondly on the importance of active community participation rather than an understanding of welfare rights and social citizenship. In engaging with this debate, this article draws on a study of 21 young people (aged between 16 and 18) involved in a range of different voluntary, peer-driven and socially focused extra-curricular groups in sixth-form colleges. It argues that, for the young people involved in this study, the effects of becoming involved were complex, multidirectional and, in some cases, apparently contradictory. While in some ways the activities appeared to serve essentially conservative functions (for example, by developing sympathy for those in positions of power), in other respects they engendered a much more critical stance to some aspects of the young people's worlds.
