Danish social policies have a gender neutral approach, combined with an aim of autonomy for individuals and a system of universal social policies. This approach has moved Denmark away from the use of moral regulation of single mothers and a strong male income earner model in social policy. It has highlighted men's roles as fathers, as well as women's roles as workers and has therefore a lot of advantages. Problems do occur though when the obligation to work or to be a parent in reality differs for men and for women; this becomes clear when we focus on single parents.

In popular and political debate there is currently a theme which dominates discussion about the family and this is the theme of decline and destabilisation caused by the rise of individualism and lack of moral fibre. There is a wishful thinking intrinsic to these debates in which it is hoped that the family can be returned to an idealised state, unaffected by other social changes. Recent sociological work on the family interprets changes to family life rather differently and therefore offers an important counter-discourse. Although there are certain limitations to the new theoretical work on the family provided by Giddens and Beck, it is argued here that their work provides a broad understanding of change which is not reducible to individual motivations and moral decline. These perspectives are particularly important at a time when family law is engineering policies to change the very nature of post-divorce family life. Because these changes are based on a narrow understanding of change, it is suggested that they amount to harmful tinkerings which misconstrue the wider context within which families are being transformed.

Police use of informants is fraught with ethical difficulties, but police services in the United Kingdom, driven by the need to develop quality criminal intelligence, are increasing their reliance on informants as part of a proactive approach to policing. Improved systems of accountability and management are being developed for this area of police work, but there is also a need to develop a framework for ethical practice which may deal constructively with the important and complex ethical issues that informant handling regularly presents. This article reviews the primary issues in this area and considers three philosophical approaches, act and rule utilitarianism and Dworkin's philosophy of rights, in order to assess their value as the basis for an ethical model of informant handling.

There are two fundamental changes currently under way in the welfare state. These are the development of quasi-markets in welfare provision, and the supplementation of ‘fiscal’ welfare by ‘legal’ welfare: policies that rely on redistributing income through regulation and other legal devices, instead of through the tax and social security system. This article argues that these changes are in part the result of a fundamental shift in policy-makers' beliefs concerning human motivation and behaviour. People who finance, operate and use the welfare state are no longer assumed to be either public spirited altruists (knights) or passive recipients of state largesse (pawns); instead they are all considered to be in one way or another self-interested (knaves). However, since neither the ‘new’ nor the ‘old’ set of assumptions are based on evidence, policies based on the new set are as likely to fail as those based on the old. What is needed are ‘robust’ policies that are not dependent on any simple view of human behaviour.

The absence of considerations of technology in policy studies reinforces the popular notion that technology is a neutral tool. Through an analysis of the role played by computers in the policy processes of Australia's Department of Social Security, this paper argues that computers are political players in policy processes. Findings indicate that computers make aspects of the social domain knowable and therefore governable. The use of computers makes previously infeasible policies possible. Computers also operate as bureaucrats and as agents of client surveillance. Increased policy change, reduced discretion and increasingly targeted and complex policies can be attributed to the use of computer technology. If policy processes are to be adequately understood and analysed, then the role of technology in those processes must be considered.

The sociology of post-fordism has facilitated the development of a new welfarism which suggests that economic globalisation, labour market flexibility, more complex patterns of family life and the dissolution of traditional class structures require a new welfare settlement. Since full employment, redistribution and expensive universal services are no longer seen as feasible, the new welfare can only justify social spending as investment in human capital and as the enhancement of individual opportunities. Welfare states are all driven in the same direction by the imperatives of international competition.

A review of available evidence indicates that the progress of post-fordist social change is partial. Inequalities in life-chances have grown wider. Changes in patterns of employment and new legislation weaken the working class. The ruling class is well aware of its interests. Increases in productivity at a time when investment is not rising, the decline in union membership and militancy and the intensification of work coupled with a policy stance by both main parties that supports lower taxes, a shift in the tax burden downwards and a decline in state intervention all indicate that capital is in the ascendant in the UK. Comparative work shows that the policies pursued under different regimes can make a difference to welfare outcomes despite the increased stringency of competition. The traditional agenda of social policy – class inequality, the strength of capital and the policy programme of the nation-state – merits particular attention in Britain in the 1990s.

Using a form of discourse analysis of various government texts, this article examines the way in which central government in Scotland formulated its response to the problem of ‘glue-sniffing’. Drawing on a theoretical framework developed by Foucault, it traces the links between professional knowledge, political programmes and parents' desires. It describes the discursive manoeuvres government deployed in constituting parents as primarily responsible for their children's sniffing. It suggests that in doing this government sought to align its own political objectives with the aspirations of parents, by purporting to preserve their freedom and autonomy. It concludes that ‘expertise’ is used selectively, both in legitimating and producing policy, and in linking this to subjective life.

The standard of living of children depends on (i) family income; (ii) production within the family; (iii) economies of scale within the family; and (iv) distributions within the family. We use 1976 and 1986 Family Expenditure Survey information on (i), models of housework time based on time-budget surveys to estimate (ii), and equivalence scales to take account of (iii).

This article demonstrates that the making of post-communist social policy in Eastern Europe and parts of the former Soviet Union is being influenced by a number of international agencies. The implicit and explicit social policy advice being offered by the European Union, the Council of Europe, the Organisation for Economic Co-operation and Development and the World Bank, to the countries of the region, is described and evaluated. The policy thinking of the Bank is given particular emphasis. Brief reference to the role of the International Labour Organisation and the International Monetary Fund, in this regard, is also made. The advice, both at the general level of the broad orientation of social policy and at the specific level of social security and social assistance of the agencies, is compared. It is suggested that the making of post-communist social policy is a testing ground for the future of social policy elsewhere in the industrialised world. This future, in Eastern Europe and elsewhere, is being influenced by the global social policy discourse that now exists within and between the global agencies studied here. This discourse is mapped and reflects both existing social policy orientations (liberalism, conservatism, social democracy) and the new post-Fordist social policy orientations of social liberalism, as well as that based on the concept of a citizenship income.

This article is concerned in part to inform the quest for an understanding of the perceptions which Muslim minorities have of Western welfare state provision, but its wider purpose is to explore the essence and the potential of the Islamic welfare state. Heuristic models constructed by social policy academics have provided insights into the influences of religion upon different kinds of welfare state, but no model exists by which specifically to understand Islamic welfare traditions. The article explains the Islamic tradition of Zakat; its significance as one of the central pillars of Muslim faith, and the principles through which it addresses the relief of poverty and the redistribution of wealth. Islamic conceptions of state and community are then explored and the ways in which Muslim faith and culture are adapting at both the global and community level. The article concludes with some speculative remarks about the scope for rapprochement between Western debates about the moral basis for welfare and Muslim perspectives on social justice.

Structured dependency theory has been useful in shifting thinking about status in old age from a negative concentration on individual characteristics to an emphasis on the structural factors which work against elderly people. However, structural dependency theory is itself capable of reinforcing ageist policy and practice. Postmodernism, as an approach to knowledge, moves us on from the premodern when the church was the ultimate authority, through the modern when scientific logic was the touchstone, to the present when there is no ultimate authority for the way the world is perceived. The revolutionary threat to ‘scientific’ research and received wisdom is greatest for the white, middle-class, mid-life, male academic establishment but offers wide possibilities to those who wish to research new fields in new ways. A postmodern approach to ageing research suggests that it would be helpful to concentrate on four themes: the critique of ‘grand theory’; the prioritisation of ‘low’ culture and understanding, as opposed to elite or ‘high’ culture; the recognition of diversity; and the value of personal views and emotions. Since postmodern thought excludes structural relations of power it is unlikely to be used in isolation by gerontologists or social policy analysts.

This article examines three comparative perspectives on East Asian welfare systems with special reference to Japan and Korea. First, an expenditure approach shows that the levels of government spending in Japan and Korea are lower than in UK and Sweden, but it necessarily underestimates the welfare expenditure publicly spent in Japan and Korea, due to the regulator type of policy intervention in financing welfare programmes. Second, the standard analysis of cross-sectional redistribution shows that social and fiscal policies have made only a small impact on income distribution, but the profiles of policy intervention reveal the distinctive characteristics of social security systems in these two countries. Lastly, this article examines the welfare systems in Japan and Korea in the light of Esping-Andersen's conservative welfare regime type. It argues that the welfare systems in these two countries do not fit into the type of the conservative welfare state and suggests that there is a case for an ‘East Asian welfare model’, at least regarding Japan and Korea.

Assistance with bathing at home for older and disabled people has long been an area of service tension and ambiguity. Lying across the principal faultline of community care, that of the medical/social divide, it is at the heart of current debates over welfare provision. But exploring the meaning of the ‘social bath’, as it is termed in the field, also challenges some of the traditional ways in which community care has been described and analysed particularly within the discipline of social policy. Bathing involves the negotiation of intimacy and the management of the body, and as such entails aspects of being and of social exchange that have not traditionally been part of the standard, rather rationalistic and disembodied account of social policy. Part of the aim of the paper is to redress this omission.

The article explores and deconstructs the three axes within which the ‘social bath’ is defined. The first is the boundary between the medical and the social; and the article outlines the complex and shifting ways, both institutional and ideological, in which this boundary is constructed. The second axis concerns the social meaning of the tasks themselves; and the paper explores recent historical and sociological literature concerning the body, washing, touching and nakedness. The third axis relates to the site where these practices take place: the home. The article explores the significance of home and the power that resides in private and domestic space as opposed to the public medical space of the ward or nursing home.

The article discusses the role of Scandinavian local governments in providing welfare state services. Wide-ranging social care services are probably the most distinctive feature of the Scandinavian welfare societies. These services, in the main, have been financed publicly and provided by local government. The traditional principle of Scandinavian local self-government, requiring local autonomy, and the goal of a welfare state providing a uniformly equal service to all is, however, a contradiction in terms. How have the Scandinavian countries dealt with this dilemma? This question is discussed by an examination of the day-care service policies in the four Scandinavian countries. Two distinct Scandinavian policy-models seem to emerge, one that primarily respects the local discretion of municipalities and the other that favours a more centralised approach. Norway represents the local autonomy model, Sweden and Finland exemplify the centrally directed model, while Denmark displays features from both models. During the 1990s, the main responsibility for social services has been decentralized also in Sweden and Finland. At the same time, Scandinavian local government action has turned to a more liberal direction.

Street children might not be securely lodged in the life-patterns that the middle class impose on young people, but their reward from trying to maintain a minimum standard of living that their parents and governments are unable to provide them is infinitely preferable to living in the absolute poverty that surrounds them. Based on a critique of our current knowledge of the maturation of children, which is informed primarily by Northern mores and ‘scientific’ proofs whose findings derive from this normative framework and feed back into it, this article seeks to explain why we find child streetism so abhorrent and take it for granted that certain norms can, and should, prevail in the South just because they are found in Northern societies.

This article begins with a survey of some influential classifications of welfare states based on different dimensions of social policy. Advantages and shortcomings are pointed out in relation to each classification reviewed. It is argued that none of these single-dimension classifications is in fact adequate to understand past and current developments in European social policy. An alternative classification, which combines elements of the ones reviewed above into a two-dimension approach, is proposed. This two-dimension classification is then related to past developments and current debates in European welfare states. The strength of this approach is its ability to reflect social policy developments in terms of both the expansion/contraction of state welfare and the convergence/divergence of European social policies.

‘Race’ and ethnicity have been muted features of British academic social policy debates around lone motherhood and in the stance taken by organisations representing lone parents. However, black lone motherhood is now receiving attention in both black, and white-dominated media. In this article, we examine the ways different groups of people in Britain address – or avoid – black lone motherhood. We raise a number of questions for social policy researchers to consider around whether and how black lone motherhood may be constructed and discussed.
