Welcome to the year of 2014, which will no doubt be as busy as ever for us all. This year we hope to bring you some different content in the journal including a ‘Themed’ Issue in June that will focus on Family Inclusive Child Protection Practice.

“I’m going out and you can't stop me!” “I’ll spend my money on whatever I like!” “I’ll go out with whoever I want!” These are all statements we have heard from children and young people. We probably said the very same words to our own parents or carers. Adults so often interpret these statements as a reflection of rebellious and impossible behaviours at worst, or expression of a grab for independence at best . . . or you might have reacted differently . . . but did you? Western societies value the notion of independence, associating the concept with choice and competency, but also with freedom and rights. As parents and carers of young people we want them to grow to adulthood and be able to exercise agency in the world, but do we ever prepare them for the ‘real’ world – one of complex interdependency in which virtually every action, every choice, every consequence and even a sense of self depends on others?

As we come to the end of another year that has been as busy and as challenging as ever, Rachael and I – and all those involved in the development of the Journal – would like to wish our readers a Merry Christmas and a Happy New Year to come. We have been fortunate to have Cambridge University Press staff supporting the production of the Journal which is about to move to the ScholarOne system and will be more widely available over the coming years via databases. There will be more news on this in our March issue of 2015. We would also like to thank our editorial consultants, in particular, for the advice and support they offer, and to those who have proposed Special Issues or responded to requests for manuscripts on specific topics.

We would like to begin this Editorial by expressing our thanks and appreciation to Frank Ainsworth for his many years of dedication and ongoing support for Children Australia. Frank has a long and esteemed history of providing counsel to families, practitioners, organisations and the court system on issues relating to child protection in NSW and beyond. Frank is well known for his cross-examination of the child protection system, its successes and failures; and is always keen to voice his opinion for change and improvement. He is an advocate of family inclusive practice and believes the child protection system should be working towards keeping children in their homes as much as possible. Together with John Berger, who also has a longstanding association with the child and family sector in Australia and is currently the CEO of St Barts in Perth, Frank has brought together a number of contributors to this themed issue, which examines issues of family inclusive practice, family preservation and areas for improvement to the broader child protection system.

For me, wearing a possum skin cloak is as foreign an idea as it is to non-indigenous Australians. But I know, from stories told by Elders and old photos, that possum skin cloaks are part of my heritage as a Koorie person. We wore them inside-out – with the warm fur on our skin during the cold winter days and nights. And that was how we kept warm for over 40,000 years.

Young people leaving state out-of-home care are among the most disadvantaged and vulnerable young Australians, and a substantial proportion experience mental health issues. This article reviews the literature relating to the mental health of care leavers, highlighting the gaps in the current Australian research base. Available studies indicate that mental health issues may worsen during the transition from care, yet mental and emotional health may also be neglected during this stressful period. Furthermore, care leavers with mental health issues are highly vulnerable to poor post-care outcomes, particularly homelessness. Implications for policy and research are discussed.

This article records briefly the history of the Family Inclusion Network as an organisation that promotes family inclusive child protection practice. Since its inception in Queensland in 2006, Family Inclusion Network organisations have been formed elsewhere and now exist in Western Australia, South Australia, Victoria, Tasmania, Australian Capital Territory and New South Wales. In 2010, developments at a national level saw the formation of the Family Inclusion Network Australia. Most organisations are incorporated and some have achieved charitable status. Each organisation endorses a common set of aims and objectives. There are, however, differences in terms of whether state or territory organisations accept government funding or not, are staffed by professionals or rely entirely on volunteer personnel, and have a capacity or otherwise to provide direct casework services to parents. Some state organisations focus on information and advice services, and legislative and policy reform efforts. All have telephone advice lines and a webpage presence. This article also focuses on a code of ethics for child protection practice and on the contribution parents can make to child protection services, and their rights to do so.

Has child protection in Queensland suffered from a risk-averse approach? The recent Child Protection Commission of Inquiry found that a risk-averse culture was one contributing factor to systemic failure in the State’s child protection system. Somewhat paradoxically, such an approach to child protection work can bring its own risks for children and young people. This commentary considers this and asks us to consider what a less risk-averse approach might look like in practice.

The care and protection of children takes a different turn when there are allegations of child sexual abuse in a custody battle in the Family Court. In the case referred to in this discourse analysis, two 4- and 5-year-old sisters disclosed incest to a number of people. These were the police, their mother and maternal grandmother, as well as to 12 other people, including contact supervisors and a psychologist. In cases of this kind, the court may ask relevant experts to provide reports in order to decide what action will be in the ‘best interests’ of the children. The following is an analysis of the conversation between the investigating police officer, the social worker and the mother. It shows that mindsets become evident when discourse analysis is applied, and indicates that judges may not be receiving appropriate and comprehensive information or, indeed, ‘the full story’. Discourse analysis, in this instance, suggests that courts could become more aware of other issues at play within interlocutory situations, which may, in fact, determine a child's wellbeing more than is evident before the bench.

Childhood, its stages, purpose and duration are matters of ongoing debate in many contemporary societies. Much of the debate centres on the interpretations of childhood as a time of being, becoming or a combination of both, with the varying perspectives compounded by the rapidly evolving information age of the 21st century that offer children access to more unregulated information from multiple sources than at any time in history. As such, the adult community is confronted by a conundrum: prepare children for their future or preserve childhood as a time romanticised and defined by freedom and carefree living. In order to advance a policy and research agenda, whereby adults and children can share their expertise, a clear understanding of the contemporary societal view of childhood is necessary. This paper presents the views of a range of adults regarding children between the ages of 8 and 12 years old, the tween years.

In this article we illuminate the ‘resourceful friends’ model of community social work as it has been applied in current work in the Family Inclusion Network (FIN) in Townsville, Queensland. Reflections from both parents and supporting members of FIN illustrate its very successful use in this context. This way of working is assessed, particularly in relation to its place in affording an invaluable dimension in family inclusive child protection processes. In conclusion, the contribution to building social capital and promoting greater social justice is identified.

The provision of therapeutic residential care offers opportunities for traumatised children and young people to build relationships through establishing a safe and nurturing environment that can facilitate healthy recovery. For the Aboriginal child and young person demonstrating symptoms of trauma, cultural connections have been severed, relationships broken and there can be an overwhelming sense of abandonment. Aboriginal children's experiences of trauma go beyond the individualistic or familial and incorporate pervasive intergenerational trauma. This means that healing for Aboriginal children requires a therapeutic response embedded within an Aboriginal cultural framework. This paper presents the approach undertaken by an Aboriginal community organisation in developing a therapeutic residential care programme for Aboriginal children in their care. The model developed has implications for all therapeutic care programmes.

This paper outlines the findings of a study which asked parents how they experienced participating in family preservation programs (FP) in Melbourne, Australia. The study explored whether participation was influential in changing their perceptions of themselves as parents. It was expected that participation would lead to a stronger sense of self-worth and that this could be harnessed to facilitate change. The study found that parents’ sense of self as a parent was enhanced by participation in FP programs and this led to an increased sense of hopefulness in their capacity to care safely for their children.

Central to the success of therapeutic foster care (TFC) is the quality and stability of the relationship between the child and carer. This key relationship may, from a therapeutic perspective, facilitate healing by addressing the impact of complex developmental trauma experienced by the child who has been placed in care. Stability of the carer–child relationship is critical in this context. Therapeutic carers have been shown to be significantly more likely to remain in the role of carer than their counterparts in mainstream foster care. The research reported on in this paper draws upon findings from an evaluation of a TFC programme and gives voice to the Circle Carers, presenting the components of TFC which are important to them. The paper commences with the story of Ruby in TFC as told by a carer. The focus then becomes a detailed exploration of the experience of carers and their capacity to care. Implications for practice are identified.

There are currently widespread concerns around the impact of media on children's healthy development. This study investigated whether music media influences young children's gender role and self-identity. Thirty-four Grade 1 children and 38 Grade 4 children participated in an experimental study to explore their attitudes towards their own and the opposite gender, their perspectives about gender- and self-presentation, and whether a one-off exposure to music videos influenced their views. Results showed that children demonstrated attitudes consistent with gender stereotypes seen in contemporary music media. The findings indicate a need for early intervention to help children develop healthy attitudes around gender role and self-identity.

This article reports on a qualitative study of Australian parents’ perceptions of their children's reactions to a military deployment as well as their help-seeking behaviours. Thirty-eight in-depth interviews were conducted with 34 Australian Defence Force (ADF) parents and 33 non-deployed parents (67 participants). Twenty-nine interviews were with couples and nine were with individuals. The findings revealed that this group of children generally fared poorly in terms of physical and mental health, and behavioural outcomes. Children and adolescents had a number of needs which were not identified, assessed or treated, and prevention programmes were reported to be limited. Factors that are associated with positive and negative outcomes from the families’ perspective are outlined. The data showed how developing a deeper understanding of military families’ needs, as well as positive worker–parent relationships, would enhance the therapeutic alliance between parents and service providers. Implications for prevention and intervention approaches in relation to both policy and service delivery are outlined.

This paper provides a snapshot of early work undertaken to develop a trauma-informed complex case management and therapeutic practice model for kinship and foster care within a family and community services agency. The approach taken has initially involved supporting case workers and carers and working towards organisational cultural change. The shift in focus described arose from a concern that stability and healing goals were not well supported within the existing programmatic framework and practice approaches. Purposeful integration of theory with practice has been central to the change process. There is a clear rationale that working from a strong evidence base can create better outcomes for children and young people in out-of-home care. The paper reflects on work in progress. Action taken to date has educated the workforce around trauma-informed responses, developed clear protocols and a set of practice tools. This has embedded a strong foundation for further development as resources become available.

The family service work environment has been linked to the parent–worker relationship (relationship) for many years. However, there is still much to understand about how the working environment and these relationships are connected. This paper reports on a small-scale qualitative study exploring the story of eight relationships between parents and family workers in four rurally based family services in New South Wales (NSW), Australia. Hermeneutics provided a way of examining the dynamics of the relationships, as it enabled an in-depth exploration and interpretation of the participants’ perspectives of how they experienced and understood the relationship. It became apparent that the work environment is an important influence on the relationship. New insights that emerged include the important role that staff not directly involved in the relationship (such as other family workers, supervisors, and administration and other professional staff) may play in assisting relationships. They also include the way in which flexible service delivery options support parent feelings of comfort, readiness to change, reciprocity, a sense of ownership to the service and need for support outside of planned appointments (both during and after intervention has ceased). These all support the development and maintenance of such relationships.

It is well recognised that children and young people in out-of-home care require stability and a sense of security. Focus has been given to the importance of stable placements with the same carers and maintaining or establishing positive relationships with significant others, such as parents and siblings. Undoubtedly, placement and family relationships are critical, but there are additional avenues for enhancing children's wellbeing when planning for continuity and connections. This paper reports on how continuity and connections for children in out-of-home care are dealt with in the placement planning process. Sixteen case managers were interviewed from a non-government placement service in two Australian states about pre-placement planning, connections, continuity and discontinuity. The findings suggest that continuity and connection planning should be a more elevated and explicit part of the process of pre-placement planning, as it has the potential to create a more seamless and coherent experience for children.

Historical and current child protection practice in Australia has been subject to severe criticism, yet in spite of a persuasive case for an alternative family inclusive form of child protection practice – something that offers the potential for improved client outcomes and improved worker job satisfaction – the model is not yet in widespread use. An international review of promising innovations in child protection, including examples of programmes from Australia, resulted in a list of eight identified trends. Common to all of these trends was evidence that good-quality evaluation had contributed to their recognition. If family inclusive practice is to gain greater acceptance, especially by bureaucrats, policy makers and holders of the purse strings, sophisticated forms of programme evaluation will be required. Such evaluations might emphasise practice-based research where researchers and frontline practitioners work together on all aspects of evaluation, including the initial design stage. While gold-standard randomised controlled trials may be included, methodological pluralism should allow inclusion of alternative approaches, such as realist evaluation and the involvement of practice research networks. The use of external evaluators might be usefully replaced with greater reliance on evaluation partnerships between evaluation experts (researchers) and frontline agency staff. Follow-up systematic reviews and meta-analyses might then allow the development of evidence-based arguments for change. Some Australian programmes have shown how rigorous evaluation practices have underpinned success and this evaluation focus could be emulated.
