This article focuses on Adam Smith's largely sympathetic response to the Rousseauian critique of the moral degeneracy of modern ‘economic man’. It thus emphasises his philosophical ambivalence towards commercial society over the textbook IPE presentations which ascribe to him an almost wholly unreflexive market advocacy. In doing so it provides important methodological lessons for the study of Everyday IPE today. Arnaldo Momigliano has identified a decisive break in historical method in the eighteenth century, of which Smith and Rousseau were key exponents. However unwittingly, contemporary Everyday IPE scholars are the spiritual heirs of the eighteenth-century move from writing public histories of the state to writing private histories of unnamed individuals who embody the most recent phase of human sociability. The eighteenth-century economic man was conceptualised in relation to evolving forms of economic organisation, where the economy in turn was thought to reflect the prevailing system of ‘manners’. Smith united with Rousseau in the belief that their society's bourgeois politeness allowed materialist ideologies to corrupt the moral autonomy of the individual. The historical method underpinning such concerns also allows Everyday IPE scholars to ground similarly-styled attempts to understand threats to moral autonomy arising from the struggle over economic surplus today.

Critics of global democracy have often claimed that the social and political conditions necessary for democracy to function are not met at the global level, and are unlikely to be in the foreseeable future. Such claims are usually developed with reference to national democratic institutions, and the social conditions within national democratic societies that have proved important in sustaining them. Although advocates of global democracy have contested such sceptical conclusions, they have tended to accept the method of reasoning from national to global contexts on which they are based. This article critiques this method of argument, showing that it is both highly idealised in its characterisation of national democratic practice, and overly state-centric in its assumptions about possible institutional forms that global democracy might take. We suggest that if aspiring global democrats – and their critics – are to derive useful lessons from social struggles to create and sustain democracy within nation states, a less idealised and institutionally prescriptive approach to drawing global lessons from national experience is required. We illustrate one possible such approach with reference to cases from both national and global levels, in which imperfect yet meaningful democratic practices have survived under highly inhospitable – and widely varying – conditions.

Discourse in the US/West that a rising China threatens world order serves no national interest or international purpose. It subscribes only to Westphalian anxieties about the Other. Drawing on Daoist dialectics, this article shows how we can reframe this issue by revealing the complicities that bind even seemingly intractable opposites, thereby undermining the rationale for violence. By recognising the ontological parity between (US/Western) Self and (Chinese/non-Western) Other, we may begin to shift IR/world politics from hegemony to engagement, the ‘tragedy’ of great power politics to the freedom of discovery and creativity.

In the context of the contemporary crisis of neoliberal political economy, the politics of austerity has reasserted the liberal utility of the state as the political authority of market freedom. This article argues that economy has no independent existence, and that instead, economy is a political practice. It examines the political economy of Adam Smith and the German ordoliberal tradition to decipher the character of the political in political economy and its transformation from Smith's liberal theory into neoliberal theology. Ordoliberalism emerged in the late 1920s at a time of a manifest crisis of political economy, and its argument was fundamental for the development of the neoliberal conception that free economy is matter of strong state authority. The conclusion argues with Marx that the state is the concentrated force of free economy.

This introductory discussion establishes the notion of intervention as a ‘social practice’ and carves out the contextual and conceptual space for the Special Issue as a whole. The first move is to recontextualise intervention in terms of ‘modernity’ as distinct from the sovereign states system. This shift enables a better appreciation of the dynamic and evolutionary context that generates variation in the practice of intervention over time and space and which is analytically sensitive to the economic and cultural (as well as Great Power) hierarchies that generate rationales for intervention. The second move is to reconceptualise intervention as a specific modality of coercion relatively well-suited to the regulation or mediation of conflict between territorially bounded political communities and transnational social forces. Third is to ‘historicise’ the practice of intervention through showing how it has changed in relation to a range of international orders that have defined the modern world and which are each characterised by a different notion of the relationship between social and territorial space. Fourth and finally is a brief consideration of the possibility of intervention's demise as a social practice.

This article offers a reconstruction of Nietzsche's critique of Kant's scheme for perpetual peace distilled from his life-long confrontation with Kant's critical philosophy. Through this reading strategy, it sheds light on Nietzsche's controversial and yet surprisingly under-researched reflections on the problem of conflict and war in human affairs. Although Nietzsche embraced many of the basic premises of Kant's critical philosophical project, he considered the ethico-political conclusions Kant drew from these to be both irrational and nihilistic. From Nietzsche's perspective, Kant's thoughts on politics and International Relations rest on a fundamental misunderstanding of the phenomena of agency, statehood, and war that elides both the tragic relationship between politics and culture, and the violence which Nietzsche believes to be latent in all attempts at reconciling individual with collective autonomy. According to Nietzsche, Kant's influential association between liberal republicanism, freedom, and peace contributed unwittingly in ushering in the cult of the nation-state, which Nietzsche warned would engulf Europe into a wholly new kind of organised violence in the coming decades. Although clearly not without their uncritical assumptions and hubristic tendencies, Nietzsche's reflections on war and peace draw attention to some of the more insidious risks and difficulties attending liberal attempts at accommodating cosmopolitan values and principles within the framework of the modern nation state.

This article reads Carr through the lens of Spinoza's ethics, and Spinoza through the prism of Carr's IR Theory. The argument of the piece is that there are significant parallels in the ethical projects of both writers, which upon further examination reveal important aspects of global political life and the nature and limits of ethics in International Relations. The close, critical examination of Spinoza ad Carr undertaken in this article also sheds light on the most controversial aspect of Carr's career, his advocacy of appeasement in Nazi Germany.

Since the end of the Cold War, the number of books and articles on intervention in world politics has grown dramatically. Yet curiously little of this work subjects the concept of intervention itself to critical scrutiny. Scholars often preface their analyses with definitional discussions about what intervention is, but these definitions take a common form, conceiving intervention within a ‘sovereignty frame’. This article questions this conception of intervention, arguing that it distorts our understanding of interventionary practices and forms of reasoning that occurred in non-sovereign international orders. After exploring the sovereignty framing of intervention in greater detail, I advance an alternative conception. International orders are systemic configurations of political authority: they comprise multiple units of such authority, each with its own realm of jurisdiction, organised according to some principle of differentiation. Importantly, this principle need not be territorial: it could be functional, for example. International intervention is the transgression of a unit's realm of jurisdiction, conducted by other units in the system. Unlike the sovereign framing of intervention, this conception is equally applicable to the interventionary ideas and practices of diverse international orders, and provides a better basis on which to understand how thinkers in different historical contexts have reasoned about intervention.

Recent debates over Leon Trotsky's idea of ‘uneven and combined development’ (U&CD) have focused on its potential in the field of International Relations, but they have not established the source of this potential. Does it derive from the philosophical premises of dialectics? The present article argues that the idea of U&CD in fact involves an innovation as fundamental for Marxist dialectics as for other branches of social theory. And it also argues that in formulating this innovation, Trotsky provided a general solution to some of the most basic problems in social and international thought. The argument is set out in three parts. The first part reconstructs Trotsky's own account of dialectical premises and their implications for social explanation. The second shows how the concept of U&CD departs from this, in ways that presuppose the tacit addition of a further ontological premise. Finally, part three analyses the locus classicus of the concept – the opening chapter of Trotsky's History of the Russian Revolution – showing how it is this additional premise which underpins the central achievement of the idea: its incorporation of ‘the international’ into a theory of history.

To advance the on-going debate on Securitisation Theory (ST), we argue that the important questions of audience and attention can be addressed through careful historical study. In an analysis of the securitising moves concerning the American military base on Diego Garcia, we are able to demonstrate that the Copenhagen and Paris Schools are not methodologically incompatible, and empirically that public attention for security issues has a tendency to dissipate without continual discursive investment.

This article demonstrates the significance of human rights for challenging state violence and terrorism. It is intended to enhance understanding of the concept of emancipation. Critical Security Studies has tended to focus on the individual as the agent of her/his own liberation. Yet many victims of oppression are not able to free themselves. Drawing on historical materialism, it is argued that collective agency on behalf of the oppressed has a necessary role to play in emancipatory politics. Emancipation is contingent on the capacity of specific agents, located socially and historically, to identify practices that might bring about change, structures that might be transformed, and appropriate agents that are in the best position to facilitate such change. This article shows how such collective social action has forced a reversal of some of the Bush administration's repressive policies, and has partially succeeded in curtailing the arbitrary use of US state power. This has been achieved through the national and international human rights architecture. Therefore, Marxian claims that human rights should be eschewed are mistaken, since they fail to acknowledge the emancipatory potential of human rights, the opportunities they provide for collective social action, and the role they can play in transformative social change.

In this article, I suggest what an engagement between post-structuralism and the work of Karl Polanyi might look like. I do this by presenting a reading of Polanyi's concept of ‘double movement’ as a form of problematisation through binary opposition. I suggest that the central opposition that the double movement depicts – between economy and society as reflected in processes of marketisation and social protection – presents itself in such a way that the problems emanating from the opposition can only be solved through its transcendence. On one hand, the terms of transcendence are limited by the terms of the opposition. On the other hand, since transcendence is never reached, the double movement problematisation stabilises the existence of a lacuna between the lived experience of market society and the discursive field of that market society. As such, the form of the problematisation places a double-limit upon the ways in which ‘solutions’ can be presented. I present this thesis in relation to two instances of double movement discussed by Polanyi in his book, The Great Transformation. I then apply the argument to invocations of the economy-society opposition in contemporary political economic discourse, where it remains as ubiquitous as ever.

This article argues that hierarchy plays an important role in shaping the practice of intervention, and that the changing nature of international hierarchy is a crucial part of the story of how the modern practice of intervention emerged. It describes the early modern order of precedence, and contends that it was ill-suited to encouraging people to recognise intervention as a distinctive kind of practice. However, over the course of the eighteenth century the structure of international hierarchy changed, with the emergence of a new kind of grading of powers, which provided the context for the development of a practice of intervention after 1815.

This article responds to issues raised about global governmentality studies by Jan Selby, Jonathan Joseph, and David Chandler, especially regarding the implications of ‘scaling up’ a concept originally designed to describe the politics of advanced liberal societies to the international realm. In response to these charges, I argue that critics have failed to take full stock of Foucault's contribution to the study of global liberalism, which owes more to economic than political liberalism. Taking Foucault's economic liberalism seriously, that is, shifting the focus from questions of natural rights, legitimate rule, and territorial security to matters of government, population management, and human betterment reveals how liberalism operates as a universal, albeit not yet global, measure of truth, best illustrated by the workings of global capital. While a lot more translation work (both empirical and conceptual) is needed before governmentality can be convincingly extended to global politics, Foucauldian approaches promise to add a historically rich and empirically grounded dimension to IR scholarship that should not be hampered by disciplinary admonitions.

Little interest has thus far been paid to the role of cities in world politics. Yet, several are the examples of city-based engagements suggesting an emerging urban presence in international relations. The Climate Leadership Group, despite its recent lineage, is perhaps the most significant case of metropolitan intersection with global governance. To illustrate this I rely on Actor-Network Theory (ANT) to develop a qualitative network analysis of the evolution of the C40 in the past seven years from a limited gathering of municipal leaders to a transnational organisation partnering with the World Bank. Pinpointed on the unfolding of a twin diplomacy/planning approach, the evolution of the C40 can demonstrate the key role of global cities as actors in global environmental politics. These cities have a pivotal part in charting new geographies of climate governance, prompting the rise of subpolitical policymaking arrangements pinpointed on innovative and hybrid connections. Yet, there remains some important rational continuity, in particular with neoliberalism, which ultimately limits the revolutionary potential these cities might have for international relations.

Antonio Gramsci's thought has strongly influenced the fields of IR and IPE through the work of Robert Cox, Stephen Gill, Kees van der Pijl and others, engagements often gathered (not uncontroversially) under the rubric of an ostensibly unified ‘neo-Gramscian’ position or ‘the Italian School’. The emergence of such interventions into IR/IPE has sparked controversy regarding whether Gramsci's work can be legitimately applied to ‘the international’, both from within IR and in other fields. This article examines the validity of such critiques of ‘neo-Gramscian IPE’, which we argue rely on problematic characterisations and little evidence from Gramsci's writings. More substantively, we provide an exegesis of the role of the international dimension in the construction of central categories of Gramsci's thought and his approach to nation-state formation and international organisations such as the Catholic Church and the Rotary Club, which have been regrettably neglected by all facets of these discussions. We demonstrate that Gramsci can indeed be understood as a theorist of the international, whose approach is particularly salient for the present historical conjuncture.

Immigrant deaths have increased in recent years due to changes in border enforcement practices, yet less attention has been paid to the memorialisation of undocumented immigrants who die crossing the US-Mexico border. This article explores the ordering mechanisms of statecraft through an examination of how the dead bodies of undocumented migrants pose a resistance to these mechanisms. I first lay out my conception of statecraft and the bordering practices involved in this specific context, then address the memorialisation of undocumented immigrants who lost their lives crossing the border. The article embarks on a journey through anonymous desert gravesites and small desert cemeteries haunted by the spectres of immigration. It explores the contestation surrounding memorialisation of death through the monument, the narratives of anonymity surrounding the memorialisation of undocumented immigrants, and the counter-memory discourses that emerge in an effort to rewrite the meaning of these migrant deaths. These counter-memorial discourses, I argue, posit desert border monuments as a threat to statecraft because they cannot be situated within the (b)ordering mechanisms of the state.

Over the past three decades Jean Bethke Elshtain has used her critique and application of just war as a means of engaging with multiple overlapping aspects of identity. Though Elshtain ostensibly writes about war and the justice, or lack of justice, therein, she also uses just war a site of analysis within which different strands of subjectivity are investigated and articulated as part of her broader political theory. This article explores the proposition that Elshtain's most important contribution to the just war tradition is not be found in her provision of codes or her analysis of ad bellum or in bello criteria, conformity to which adjudges war or military intervention to be just or otherwise. Rather, that she enriches just war debate because of the unique and sometimes provocative perspective she brings as political theorist and International Relations scholar who adopts, adapts, and deploys familiar but, for some, uncomfortable discursive artefacts from the history of the Christian West: suffused with her own Christian faith and theology. In so doing she continually reminds us that human lives, with all their attendant political, social, and religious complexities, should be the focus when military force is used, or even proposed, for political ends.

This article contends that the ‘G’ system struggles to play a legitimate and effective role in global governance and argues that the G20 could play a important role if the forum was more publically accountable. This article argues that because of increasing forms of public contestation, the broadening agenda of the G8 and G20 and the uncertain status of global cooperation, that the legitimacy of the ‘G’ system is being questioned. As such, it is appropriate to consider deliberative avenues whereby public views could be considered by the G20 in a systematic way to foster forms of accountability. This consideration is animated by deliberative democracy theory and republican theory which advance a normative agenda which seeks to transform governance structures by enhancing the role of deliberation and public reasoning in political life. The article outlines the development of the ‘G’ system's legitimacy, considers possible modes of accountability and public involvement with respect to the G20 and examines the implications of more formalised public deliberation with respect to the G20.

This article identifies three key themes in British intervention for purposes of liberal reordering in the period 1815–50, namely the ‘opening-up’ of new market spaces (discussed in relation to Uruguay/the Argentine Confederation in the 1840s), a cosmopolitan humanitarianism evident in the campaign for the abolition of the Atlantic slave trade that ran throughout this period, and the political-ideological contest between constitutionalist and absolutist forces and represented here by intervention in the Iberian Peninsula in the late 1820s to1830s. In developing a strategic perspective upon military/naval intervention the analysis shows its utility to have been subordinate to more fundamental sociopolitical, cultural, and institutional determinants. With regard to understanding the outcomes of specific intervention the analysis shows the importance of systematically evaluating developments in the domestic political environments of both intervening and target state as well as the military campaign itself and the need for sufficient general alignment or synchronisation in the timeline of developments in each of these three domains. This model helps to explain that whilst liberal interventions are not necessarily bound to fail, they frequently prove more difficult, complex, and protracted than the interveners expect.
