Prominent among the views held by members of the political science profession is the one that political parties need extensive reform. The consensus seems to be that the major United States parties should be “responsible” in the manner of, if not in the exact form of, British parties. Consequently, those writers who deal with the general field of parties have turned their attention to ways and means for bringing about the changes which they so earnestly seek.

T. W. Goodman is Assistant Professor of Political Science at the University of Tennessee, where he also served as Instructor in 1947–48. He holds the doctorate from Ohio State University.
