The Panama Canal and Political Partnership*

“I took the Canal Zone and let Congress debate, and while the debate goes on the Canal Zone does too,” was Theodore Roosevelt's boast on December 29, 1903. After nearly a century of international maneuvering, TR had merged the Panama Canal with the United States.

Mercer D. Tate took his A.B. at Amherst (1952) and his L.L.B. at Harvard (1955). He has been on the staff of the Philadelphia firm of Montgomery, McCracken, Walker and Rhoads since 1957, and has written articles for several legal journals.
