Permanent Advisory Committees in the Federal Government

Numerous devices have been developed and are employed for bringing to the service of the Government the assistance of scientific and other experts who are not members of governmental agencies. As far back as 1863 formal recognition was given to the desirability of enlisting the coöperation of leading scientists outside the Government in the solution of governmental problems by the granting of a federal charter to the National Academy of Sciences with the stipulation that the Academy shall render advice to the Government whenever occasion arises requiring such advice.
